We collaborate with governments in India for sustainable impact on children’s foundational learning outcomes at scale
Our long-term partnerships with the government help strengthen the system to implement high-quality FLN programs.
All children will have strong foundational skills and abilities of language, literacy and numeracy, thinking and reasoning in their home and in additional languages. Based on this strong foundation, all children will learn and grow to their full potential.
Language and Learning Foundation (LLF) was founded in 2015. We were born with a vision to address the learning crisis at scale. Our first 8-month professional development course for 200 teachers and teacher educators was launched in 2016. This was followed by the introduction of more distance learning courses for teacher and mentor professional development in the following years.
In 2018, we launched district-level demonstration programs which paved the way for India’s first domestic CSR-funded Development Impact Bond. It later expanded to 30 districts with a clear focus on learning outcomes.
COVID-19 proved to be a turning point, prompting us to modify these courses to become online/blended courses of varying durations. The state-level technical support and academic reform dimensions in 5 states were added later to make our FLN intervention more comprehensive.

Dr. Dhir Jhingran has worked in the primary education sector for 30 years, within and outside the Indian Government.
LLF is led by its Founder and Executive Director Dr. Dhir Jhingran. A former officer of the Indian Administrative Service (IAS), Dr. Jhingran took voluntary retirement after three decades of service to work in education full-time. While serving in the government, Dhir played an instrumental role in policy-making within the Ministry of Education at the national level. His contributions extend to the development and implementation of early-grade reading initiatives in various countries across Asia and Africa, as well as the establishment of first language-based multilingual education programs in several Indian states. Notably, his work focuses on conceptualizing and executing large-scale programs to bring about transformative and sustained improvements in the quality of school education.
As a member of the National Steering Committee for the development of the National Curriculum Framework (NCF), he actively participates in shaping the educational landscape of India. Dr. Dhir Jhingran has authored three books on primary education, drawing from empirical research, and has contributed to numerous books and journals, further solidifying his stature as a thought leader in the field of education.
